OSCE: rebels deny access to heavy weapons areas to monitors

Despite the Minsk agreements, OSCE monitors cannot enter the areas where rebels heavy artillery and tanks are to be deployed, OSCE reported Nov. 11.

The report cites one of the incidents when armed rebel patrol barred OSCE monitors to enter an area 3 km to the west of Manujlivka where heavy artillery and tanks are to be deployed.

In a similar incident, the rebels banned OSCE mission monitors to launch a drone despite the fact that the flight had been agreed with the Joint Ukraine/Russia Monitoring Center, OSCE reported.
