Russia wants to push Ukraine to the west and apply pressure on Kyiv to accept Moscow’s terms for holding local elections in Donbas, chief of the army’s intelligence department Gen. Skibitsky said on Kanal 5 TV July 19.
However, Russia is in no hurry to implement its part of the Minsk agreements (withdrawal of its troops from Donbas, return of border control to Ukraine, POWs exchange).
Everything happening in the rebel-held territories is tightly controlled by Russia. Therefore, any intensification in fighting is Moscow’s responsibility, Gen. Skibitsky said.
Head of the National Security and Defense Council Oleksands Turchynov said if the situation in Donbas becomes worse NSDC will declare the state of martial law in Ukraine, UNN reported July 19.
