Announcements that Russia is to cut its defense budget stem from the lack of money and the effect of western sanctions, renowned political expert Taras Chornovil said, speaking on ZIK TV Aug. 17.
The announced cuts indicate that new high-precision weapons will not be developed. Russia cannot make them because of American sanctions banning access to western technologies, he said.
Russia also cannot modernize its missiles because its links with Ukraine’s Pivdenmash plant have been severed by Ukraine.
Another heavy blow to the Russian budget was delivered by the sinking oil prices. At the start of the war with Ukraine, Russia based its budget on $100 per one barrel of oil. Now the price has dropped by 50%, the expert said.
