Baloha: Regions bent constitution by voting for new coalition-forming procedure

Voting for the new coalition-forming procedure was a litmus test for Rada lawmakers, The Delo quotes Viktor Baloha as saying March 11.

The whole plan to enable forming a majority out of individual lawmakers, not factions, was initiated by the Party of Regions. In fact, it was a kind of a dubious constitutional experiment on the part of the PR. Besides, the law was quite ambiguous on the issue, Baloha said.
Now that the new Regions-dominated coalition has mustered a majority, it remains to be seen how stable the majority will be, Baloha added. 
Answering a question why Baloha’s Yedyny Tsentr group first announced it won’t support the Tymoshenko cabinet dismissal and then changed its mind, Baloha said: 
 “The decision was not an easy one. On the one hand, our group has repeatedly criticized Tymoshenko. On the other hand, the vote of no-confidence couldn’t solve all the problems. The Regions didn’t propose a clear plan of their future strategies. It was clear that Regions just wanted to oust Tymoshenko. Part of our lawmakers opposed dismissing the cabinet, but soon the other part prevailed.”
Baloha was vague saying whether the Regions proposed anything to YT.

      Lets face it if Yushchenko had not campaigned for Yanukovych Tymoshenko would tied Yanukovych for the presidency. The presidential system has little to desire.

      One a decision of no confidence in the government had been passed Tymoshenko had to be removed form office.

      I am not saying it was right or wrong.

      The dismissal of the previous Parliament and the failure of "Our Ukraine" and Yushenko to support the formation of a orange governing coalition was the first mistake. the second was Yushenkos constant attempts to undermine the governing coalition the second.

      The new government is unconditional but it was designed to buy time before the next Parliamentary election and allow some reforms to be made in the meantime.

      Even if the Constitutional court rules against the new government Yanukovych is still the winner. Fresh elections will only benefit the Party of regions and Tigipko will hold the balance of power in a new parliament.

      Yushchenko acted unconstitutionally in 2007. In a strange way it is poetic justice.

      What he's really saying is - "well, we wanted to have it both ways, and Regions promised me and my boys a few things, so we were bought off, even though it was a dubious constiutional experiment on the part of Regions. And now I want to get some attention, so I'll talk nonsense to the press.
      And besides, it's a lot more fun to jerk each other around in the Parliament, and keep the oligarchs and their chauffers and masseuses in power, rather than to do what actually needs to be done in Ukraine to make it a great nation, rather than just a collection of inhabitants with a huge underground economy."
