Anatoly Hrytsenko says Yanukovych should dissolve Rada
Former presidential candidate and head of Rada committee for national security and defense Anatoly Hrytsenko says Pres Yanukovych should disband parliament and call pre-term elections, MIGnews reports March 7.Against the backdrop of continuing accusations that Yanukovych is violating the Constitution by pushing ahead to form a new ruling majority out of individual lawmakers, not factions, Hrytsenko believes the president should act responsibly and morally.
If Rada fails to form a new majority in a legal way, Yanukovych should dismiss the legislature and let Ukrainians have their say in pre-term elections.
Hrytsenko also reminded that, long before the presidential election, he had offered a systemic solution allowing to forestall the difficulties with forming a ruling majority for a new president.
A president-elect should have the right to form a cabinet and head it himself on the first day in office, regardless of what is going on in the Rada, Hrytsenko reminded. Both Tymoshenko and Yanukovych had ignored his idea, fearing responsibility, Hrytsenko said.
Viktor Yanukovych is repeating the mistakes of his predecessors, Anatoly Hrytsenko summed up.

Ukraine needs to first amend its constitution and models of governance then hold fresh Parliamentary elections. Until the system is changed Ukraine will continue to suffer ongoing disputation. The first step ifs to remove power and authority from the president and reform the parliament to ensure that it is more representative and equitable.
