Kyrylenko lashes out at coalition proposal by Yanukovych
Speaking in Shuster Live talk show late Feb. 26, For Ukraine [part of NUNS bloc] leader Vyacheslav Kyrylenko said he had serious objections to some provisions of the proposal, notably, the Russian language status, Ukraine’s neutral status, European integration and individual membership in a proposed coalition.The Regions want to change the coalition-forming procedure: instead of factions, they want to form the coalition of individual lawmakers, Kyrylenko says. Unable to coax entire factions into the coalition, the Regions will now coerce and intimidate individual lawmakers, the NUNS lawmaker says.
“I’m not going to taint my own and For Ukraine’s reputation by joining such a coalition,” he says. Any premier, Yatseniuk, Tihipko or Azarov, will be under pressure from the Regions, will just become their errand boy, Kyrylenko believes.
It will take just 6 months for a premier to realize he has been used, and then another political crisis will set in, the lawmaker says.

Article 83 of Ukraine's Constitution states that a governing coalition must be formed buy factions (Not individuals) based on the election results, NUNS must vote as whole to support any coalition. Our Ukraine is only a part of the faction not z faction in its own right, They can not separate and gov their own way on this issue. This is what is referred to as the Imperative Mandate.
Ukraine does not work like the US, Canada or the UK in that members of parliament are not elected ads individuals.
For any change to this provision would require a constitutional change. You can not pass legislation to alter this. The key supporting statement is factions according to the election results.

According to election results and on the basis of a common ground achieved between various political positions, a coalition of parliamentary factions shall be formed in the Verkhovna Rada of Ukraine to include a majority of People’s Deputies of Ukraine within the constitutional composition of the Verkhovna Rada of Ukraine.</i>
I'm figuring on the Communists and Lytvyn being in such a group.
Personally, I think OU-PSD should refuse to align with either group so a new election is necessary. It would be interesting to see what kind of coalitions would appear after new elections.
