Before counting final tally, Yuanukovych-dominated CEC declares him winner
According to preliminary estimates, Viktor Yanukovych has become president of Ukraine, member of the Central Electoral Commission Mykhailo Okhendovsky told journalists late Feb. 8.“Actually, one can say that the winner in the runoff is known as the gap between the candidate is 3.14 percent, while the votes unreported so far by some district electoral commissions cannot impact the final tally,” he said.
