2-chamber parliament can become Yushchenko’s tool to preserve immunity and power, expert says
Addressing the legislature March 31, Pres Yushchenko proposed to create a 2-chamber parliament. The higher chamber can become Yushchenko’s life line if he loses his office in 2010, Vitaly Bala from the Kyiv-based Agency for Modeling Situations says.“One gets the impression that Yushchenko has accepted his defeat in the coming presidential elections and is on the look-out for options to preserve the political interests of his entourage,” V. Bala says.
“While reforms, in experts’ assessment, should optimize the system of power and impose liability for officials, what Yushchenko has proposed is nothing but manipulations aimed at wooing regional elites and extending his power,” the expert stresses.
