By proposing a 2-chamber parliament, Yushchenko intends to cling to power
According to Anatoly Hrytsenko, the higher chamber, the Senate, proposed by Pres Yushchenko in his March 31 address to the legislature, will seat all present and past power brokers for another 6 years - and without any threat of dissolution.“What we need now is not to reshape the legislative branch but implement an effective reform of the executive,” Hrytsenko says.
He says his version of the constitution, titled the Constitution of Order, instead of finding cosy offices for highly placed officials is aimed at restoring control over economic and social processes as well as raises the accountability of the president.
Simultaneously, Hrytsenko has welcomed the fact that the incumbent tabled his version of the constitution. It will spur lawmakers into setting a commission to analyze various constitution drafts and, hopefully, accelerate the constitutional reform in Ukraine.
