Yushchenko is one step away from disbanding parliament, political expert Dmytro Vydrin says
The president has threatened four times to dissolve parliament. The fifth time, he will deliver on his threat. Viktor Yushchenko has crossed the psychological barrier barring him from dissolving Verkhovna Rada, Dmytro Vydrin told ZIK March 4.Due to its inability to pass new laws, VR must be dissolved, and new parliamentary elections should be held based on a majority election system. The current proportional representation system can be discarded through the Constitutional Court by filing an appeal that the proportional system violates the rights of Ukrainians to elect and be elected.
Due to its instinct of self-preservation the Party of Regions will lift their blockade of parliament. That is why there won’t be any snap elections, although the president has all legal grounds to dissolve parliament, lawmaker Volodymyr Vyazivsky told ZIK March 4.
The PoR is far from opting for early elections as its approval ratings are falling steadily.
In a related move, National Defense and Security Council secretary Rayisa Bohatyryova said, citing the presidential press service release:
“The president made it clear he does not wish to dissolve parliament as this can intensify the present stand-off and ambiguity. However, faced with the growing threats to national security, the president may decide to hold consultations with political parties on the prospects of the present VR continuation.”
“Yushchenko may take the decision unless parliament resumes its work in the immediate future,” Bohatyryova said.
The consequences of such decision will rest only with the political parties represented in VR, the opposition and the coalition, she stressed.
R. Bohatyryova’s statement about the likelihood of VR disbandment by president is in fact a life line thrown to Speaker Yatseniuk to help him in unblocking Rada work, political expert Kost Bondarenko told ZIK March 4.
According to him, VR dissolution is possible but it is a no-win scenario for the incumbent because BYuT will gain more seats, probably a majority, in the next legislature.
K. Bondarenko also believes VR will be unblocked very soon.
