The medal will be awarded to OUN-UPA fighters for Ukrainian independence as well as state, political, public figures, scholars, and foreigners who contributed to the establishment and development of independent Ukraine.

The decision to confer the medal will be taken by Lviv oblast administration commission on awards – to be eventually okayed by council deputies

 The medal will be awarded by Lviv oblast governor in a ceremony attended by representatives of public and war veterans organizations.
