By Euro-2012 football tournament, trees will grow on unfinished Lviv-Krakovets highway
Unless managers of the Lviv-based Transmahistral consortium confirm funding for the construction of the Lviv-Krakovets highway, the contract with the consortium may be revoked, the ZIK correspondent reports Jan. 29, citing head of Lviv city department on architecture and construction Stepan Lukashyk. The concession to build the highway was granted by the Ukrainian government to the state organization involved in building and maintaining roads, UkrAvtoDor. Transmahistral is a concessionaire.
Asked how Transmahistral should confirm its funding for the construction, Stepan Lukashyk said:”In the way they do it in Europe – by submitting a guarantee by a first-class bank as regards a loan or a credit line.”
Up till now, the official continued, all Transmahistral confirmations were mere declarations.
The ZIK correspondent visiting the scene of the highway construction was able to see little has been actually done, despite reports that over Hr 12 million have been spent, including Hr 7.254 mn in state funding.
Both tenders to find investors for the construction of the Lviv-Krakovets highway ended in a fiasco due to shortcomings in domestic laws.
Comment by ZIK
The Lviv-Krakovets highway is part of the international corridor #3 linking Berlin and Kyiv. The $410-million project to build the Lviv-Krakovets concession highway has been showcased at two international forums of investors in Lviv, albeit with a zero result. In 2007, the tender failed as there was only one bidder.
